Plot
A new magistrate (judge) appears in a small fief. He is the fourth within a year, the predecessors had all given up. His goal is to clean up the wicked Horisoto area, a focus of smuggling, red light, gambling and crime. In doing so, he uses malice, misperceptions and prejudices of his opponents to defeat his enemies and eliminate corruption. His girlfriend from Edo appears as an additional problem.
